Ministerial Screening: Incomplete submission of nominees violates our constitution- Sen Binos

By Tom Garba

The inability of the Presidency to submit the names of all ministerial nominees to the upper chamber of the National Assembly for screening as enshrined in the 1999 constitution as amended, is a constitutional breach which the Senate ought not to condone.

Distinguished Senator Binos Dauda Yaroe representing Adamawa South in the upper legislative chamber, drew the attention of the leadership of the Senate when he rose on ‘point of order’ yesterday during the first day of screening of the incomplete ministerial nominees submitted to it last Thursday.

Senator Yaroe drew the attention of his colleagues to buttress his point, by quoting Section 147 subsections (2, 3 &7) of the 1999 Nigerian constitution as amended, explaining that the mere fact that Mr President and Commander in Chief of the Armed Forces failed to submit the names of all his ministerial nominees across the 36 states of the federation and the Federal Capital Territory within 60 days after assumption to office as the C in C, is a constitutional breach, which the Senate as lawmakers ought not to overlook.

It could be recalled, that names of ministerial nominees from about eleven out of the 36 states amongst which are Adamawa, Lagos, Kano and Kogi are conspicuously missing from the first 28 names, earlier submitted to the upper chamber by Mr President last Thursday July 27th, for screening as potential cabinet members.
