FG adopts performance based budgeting against envelope budgeting

Federal Capital Territory Administration (FCTA) has revealed plans to. move from the usual envelope budgeting to performance based budgeting.
The permanent secretary, Federal Capital Territory Administration, Olusade Adesola who disclosed this in Abuja on Thursday while declaring open ICT training for FCT budget officers drawn from Department and agencies of the administration.
He said the new budgeting would allow only projects that would be funded to be captured.
Adesola revealed that before the middle of November, the administration will organize a personnel audit that would last a week.
The permanent secretary, however, identified the need for personnel audits to determine the number of workers on the payroll of the FCT administration following the recent jack up of wage bill due to the recent reforms and directives from National income, salaries and wages commission.
Speaking further, Adesola disclosed that the outcome of the audit would help in the planning of budget for personnel wage.
Adesola, in his address, further said that it is now compulsory for all the workers within the administration to acquire relevant skills in Information Communications Technology (ICT).
Adesola noted that the ICT training for budget officers was organised to ensure proficiency and quality service delivery.
“President Bola Tinubu, on assumption of office deemed it is necessary to reposition our budgeting system and accordingly, a retreat was organized, that was attended by officers responsible for budget preparation and supervision and FCTA was represented.
“Furthermore, I also share with them the focus of the administration of FCT on the need to promote performance-based budgeting, rather than the previous initiatives, where we were spread to thin on our projects. Now, we will have fewer projects that will be completed, in order to deliver on the mandate of the president.
“ICT proficient doesn’t require much, we all have smartphones and they are technology gadgets that we use to send messages, access our accounts, read news online and much more. We are already ICT compliant but what the administration tries to do is to only provide knowledge in those limited areas and we will continue to do this.
“I enjoin you to take maximum advantage of this because they will be very useful to us at along the line. I want you to bear in mind that, no knowledge is lost. If you don’t need it here, you will need it somewhere. You will need it in your personal life affairs. You will need it even after you have left the service. You will need it in managing your homes”, he added.

Also, Mrs. Nanre Emeje, Director of budget and Acting Director of Treasury, said ” that there’s going to be a personnel audit in the month of November and that personnel audit is going to be digital whereby everybody will be able to upload these details and information.
She called on the workers to take adequate advantage of the opportunity already presented to them by the administration and make the best from it.
