Trump Scraps Biden AI Rules

The U.S. regulatory landscape for artificial intelligence entered a new phase in January 2025 after President Donald Trump signed an executive order repealing the Biden administration’s AI safety framework.

The move, announced on January 23, revoked Executive Order 14110, which had required federal agencies to assess risks and introduce guardrails for AI deployment. In its place, Trump signed Executive Order 14179, aimed at deregulation and ensuring “American dominance in artificial intelligence.”

Supporters say the change will spur innovation. Critics argue it weakens protections against deepfakes, bias, and unsafe technologies.

At the same time, Congress is advancing new legislation. The TAKE IT DOWN Act targets non-consensual deepfake images, while the CREATE AI Act would expand federal research resources for public AI development.

“On one side, the White House wants minimal restrictions in the name of competitiveness. On the other, lawmakers are responding to public fears about AI misuse. The result is a confusing environment for developers and citizens alike.”

Industry reactions are divided. Some Silicon Valley leaders praised deregulation, while others warned the lack of unified standards could undermine trust.

The competing approaches suggest U.S. AI regulation will remain contested—and unsettled—for the foreseeable future.
