BudgIT, CODE launch initiative to boost locally-led development in Africa

BY TUNDE OPALANA
BudgIT and Connected Development (CODE) have partnered on a transformative initiative to strengthen locally-led development in Africa, focusing on Nigeria, Kenya, Senegal, and Ghana.
The project aims to enhance the localisation of philanthropic resources, ensuring that funding and decision-making power shift to grassroots organisations driving sustainable development.
Amid evolving global philanthropy trends, the initiative will analyse donor funding patterns, identify resource gaps in local organisations, and showcase successful grassroots-led development models. Through evidence-based research, stakeholder engagement, and multimedia advocacy, BudgIT and CODE will highlight the resilience of civil society organisations (CSOs) and advocate for a more inclusive funding structure that prioritises local actors.
In collaboration with Oxlade Consulting, the project will assess the role of CSOs in institutional reforms, election integrity, fiscal transparency, gender justice, and social inclusion. Three “Pause and Reflect” workshops in Nigeria, Kenya, and Senegal will convene civil society actors to discuss critical governance issues, while a virtual session with past COVID-19 Transparency and Accountability Project (CTAP) partners will provide further insights.

To amplify the impact of locally-led initiatives, four short documentaries will be produced, featuring successful grassroots-driven projects, including CTAP. These films will document the experiences of beneficiaries, stakeholders, and partner organisations, reinforcing the effectiveness of locally-driven solutions.
Additionally, a high-level multi-stakeholder dinner will provide a platform to present key findings and strengthen partnerships in local development.
The project will culminate in the Locally-Led Development and Civil Society Fair & Exhibition, bringing together government leaders, bilateral organisations, philanthropic foundations, and international NGOs.
This event will feature research presentations, panel discussions, and exhibitions showcasing the contributions of local organisations to Africa’s development landscape.
“Local civil society organisations are at the heart of Africa’s progress, yet they face significant challenges. This initiative will highlight their successes, advocate for equitable funding structures, and ensure that resources flow to those on the ground,” said Oluseun Onigbinde, Global Director of BudgIT.
CEO of Connected Development (CODE), Hamzat Lawal, added, “By focusing on locally-led solutions, we aim to influence policies and funding structures that drive sustainable development. This project is a bold step towards empowering grassroots organisations and strengthening Africa’s development agenda.”
Supported by the Hilton Foundation, this initiative reaffirms BudgIT and CODE’s commitment to championing African-led solutions, ensuring that local actors remain at the forefront of development efforts across the continent.
