NIMASA Signs Memorandum of Understanding with WMU for Development Partnership

The World Maritime University (WMU) and the Nigerian Maritime Administration and Safety Agency (NIMASA) have extended their strategic partnership in capacity development.

A four-year Memorandum of Understanding (MoU) aimed at bolstering Nigeria’s institutional capacity and maritime human capital was signed in Malmö, Sweden, to renew the agreement.

Dr. Dayo Mobereola, the Director General of NIMASA, spoke at the signing ceremony and characterized the partnership as a strategic investment in Nigeria’s maritime future as well as a crucial pillar in NIMASA’s framework for human capital development.

“Over the years, this partnership has greatly improved our technical and regulatory capacities. Our efficacy in shipping management, environmental compliance, maritime law, and maritime safety administration has increased thanks to officers trained at WMU. Nigeria’s participation at the International Maritime Organization and other international maritime platforms has been strengthened by their expertise,” he added.

In accordance with the revised Memorandum of Understanding, which was initially signed in 2022, NIMASA will fund at least ten officers per year for the 14-month Master of Science program at WMU in Malmö for the 2026–2029 intakes, as well as at least one officer for the Master of Philosophy (MPhil) program jointly offered by WMU and the International Maritime Law Institute (IMLI), Malta.

In order to improve NIMASA’s capabilities in maritime safety, environmental management, seafarer certification, and the application of international maritime instruments, the MoU also offers distance learning, executive professional development courses, research collaboration, and technical assistance. For eligible NIMASA applicants, WMU will continue to look for additional fellowships from foreign donors.

Dr. Mobereola signed the Memorandum of Understanding on behalf of NIMASA, with WMU President Professor Maximo Q. Mejia Jr. signing on behalf of the university and NIMASA Executive Director of Finance and Administration Chudi Offodile and WMU Registrar Mr. Peter Marriott signing as witnesses.

The International Maritime Organization established WMU in 1983 with the goal of enhancing maritime capacity worldwide, especially in developing nations. Since then, the University has developed into a preeminent center of excellence, and Nigeria has profited greatly from the training of NIMASA officers who continue to improve international engagement and national maritime governance.
