NDDC Proposes N1.75trn Budget for 2025, Exceeds 2024 Revenue Target by 104%
The Niger Delta Development Commission (NDDC) has proposed a N1.75 trillion budget for 2025, themed “Budget of Consolidation,” signaling a shift from transactional to transformational development in the region.
Managing Director/CEO Dr. Samuel Ogbugu presented the estimates to the House of Representatives Committee on NDDC during its budget on Tuesday in Abuja, highlighting a 9% reduction from the 2024 “Budget of Renewed Hope” due to a no-borrowing policy.
The proposal allocates N47.5 billion for personnel, N96.4 billion for overheads, and the balance of N1.606 trillion for capital expenditure focused on infrastructure via public-private partnerships (PPPs).
Dr. Ogbugu reported strong 2024 performance, with actual revenue of N1.945 trillion as of October 31—surpassing the N1.911 trillion projection by 104%. This followed a budget extension to December 31, 2025. Overhead costs for 2024 stood at N76.77 billion, with capital at N1.820 trillion.
“We are strengthening foundations for sustainable economic growth, moving from line-item budgeting to sectoral allocations to boost contractor confidence and project delivery,” Dr. Ogbugu told the committee, chaired by Senator [Name if available].
He praised President Bola Ahmed Tinubu and Supervising Minister Engr. Abubakar Momoh for enabling youth training, entrepreneurship support, and infrastructure gains.
The MD emphasized participatory budgeting, crediting the 10th National Assembly’s collaboration for regional progress.
Fiscal reforms will tie overheads to measurable programs, abandoning outdated line-item systems. Dr. Ogbugu assured deeper ties with lawmakers to deliver inclusive growth.
The committee received the full proposal amid ongoing scrutiny of NDDC’s role in Niger Delta development.
