Malami Petitions Security Chiefs Over Mercenaries, Arms Arriving Kebbi

Former Attorney General of the Federation and Minister of Justice, Abubakar Malami, has raised alarm over alleged plans to destabilize Kebbi State.
He alleged in a petition to National Security Adviser ,NSA, that some political actors in the state are plotting to destabilize the state through the importation of political thugs, foreign mercenaries, and clandestine arms trafficking.
Malami, a former chieftain of APC, who now is the leader of the African Democratic Congress (ADC) in Kebbi State urged the NSA and other security chiefs to coordinate inter-agency action across security services.
To secure border communities to curb the influx of mercenaries and arms, and to launch a high-level investigation into the alleged collusion between state officials and terrorist elements.
These are contained in a petition dated September 10, 2025, which also was sent to Inspector-General of Police (IGP), Director-General of the Department of State Services (DSS), and the Comptroller-Generals of Immigration and the Nigeria Security and Civil Defence Corps (NSCDC).
In the petition, Malami alleged that some political actors are collaborating with foreign mercenaries from Niger Republic, arming them through illegal networks, and deploying them to intimidate citizens, silence opposition voices, and undermine peace in Kebbi.
According to him, the threats are not speculative but based on credible intelligence and personal encounters. Malami cited a September 1, 2025, incident where he and other indigenes of the state were attacked by armed thugs “operating without fear of law enforcement.”
The petition further accused Kebbi State Governor Nasir Idris, and his associates of facilitating the operations by allegedly maintaining covert links with the terrorist network, Lakurawa. He described the development as “a national security emergency” with implications beyond local politics, warning that “it posed a direct threat to Nigeria’s sovereignty and internal stability.”
The former AGF copied the heads of the DSS, Police, Immigration, and Civil Defence, underscoring the urgency of the concerns raised.
