FG shops for replacements as NCAA DG, NAMA Ag MD reach service retirement
Barring any last-minute manipulations, the Director General of the Nigeria Civil Aviation Authority (NCAA), Captain Usman Muktar and the Acting Managing Director of the Nigerian Airspace Management Agency (NAMA), Engineer Emmanuel Anasi are set to leave the system this December if the Public Service Rules (PSR) are anything to go by.
Investigation by Daily Times revealed that both men have reached either the mandatory retirement age or have spent the number of years required for public service as the laws of the country dictates.
The PSR 020810 (i): the compulsory retirement age for all grades in the service shall be 60 years or 35 years’ pensionable service whichever is earlier,’ and by December 6, 2016, the NCAA DG will be 60 years which makes him eligible for compulsory retirement.
The PSR 020810 (ii) further states: “No officer shall be allowed to remain inn service after attaining 60 years or 35 years of pensionable service whichever comes earlier” meaning also that the NAMA acting MD who has spent 35 years in service in November is also eligible for a terminal leave.
However, there are rife indications that that the acting MD is working towards a confirmation to be substantive managing directive despite being caught by the rule and that is why he has not proceeded on his terminal leave.
Sources in the Ministry of Aviation say they are however cognizant of the situation and already are bringing it to the Ministry’s chief executive for action.
Director General NCAA, Captain Mukhtar Usman was confirmed substantive director general in 2015 who flew for the defunct Nigeria Airways before a stint as the Commissioner/CEO of the Accident Investigation Bureau (AIB).
The Ag. MD of NAMA, was former Director of Engineering, before he was directed by Minister of Transportation, Rotimi Amaechi was told to act in the stead of Managing Director, Ibrahim Abdulsalam who is currently in court with other top agency officials for alleged N6.8bn fraud against the agency.
NAMA is presently facing managerial crisis especially as the key directorate of the agency, directorate of operations is being run by the acting managing director, Engineer Anasi who refused to appoint director if Operations.
It will be recalled that NAMA witnessed the appointment of four directors of operations in six months following crisis that rocked the directorate over who to be appointed.
Stakeholders have been calling for the appointment of a substantive managing director for NAMA before now to enable him take administrative decisions about the agency.
Both heads of these parastatals are supposed to have gone on terminal leave.
