FCTA Orders Abuja Property Owners To Pay N5m Penalty For Illegal Conversions

The Federal Capital Territory Administration (FCTA) has directed 374 property owners in Abuja to pay a penalty of N5 million each for illegally converting their buildings to other uses without approval.
In a public notice, the administration said the affected properties are located across 15 streets in Maitama, Asokoro, Wuse II and Garki districts.
“All affected allottees/holders of properties who, without approval, converted the land use of their properties on the above-listed streets/locations—having violated the terms and conditions of grant of the Right of Occupancy—are hereby given thirty (30) days from Wednesday, 10th September, 2025 to pay a penalty/violation fee of Five Million Naira (₦5,000,000.00),” the notice read.
The directive covers Gana Street, Yakubu Gowon Crescent, Aminu Kano Crescent, Adetokunbo Ademola Crescent and Ladoke Akintola Boulevard.
The FCTA said affected owners must present original title documents and valid identification at its Land Administration Department to collect new conveyance letters reflecting the approved land use.
“Under this exercise, the Honourable Minister (Mr Wike) has, in addition, graciously approved the issuance of new title documents… for a fresh term of ninety-nine (99) years, upon fulfilling all necessary conditions,” the administration stated.
It added that properties previously revoked for non-development or non-payment of ground rent are excluded from the exercise.
The administration said the move is intended to “correct widespread abuse of land allocation guidelines” in the capital city.
