Building a Global Public Security Community to Promote Win-Win Cooperation

From September 9 to 10, a sub-forum on cooperation in migration management was held in Suzhou, Jiangsu Province, at the 2024 General Assembly of the Global Public Security Cooperation Forum (Lianyungang).

Under the theme of “Development and Innovation of Migration Governance in a Changing Environment”, the sub-forum aimed to carry forward the concept of “Cooperation for Security, Security for Development”, build a platform for high-end exchanges, fair dialogues and sharing of results in global migration governance, and advocate that all parties should work together through the sub-forum to enhance consensus through exchanges and create the future through cooperation.

Heads and representatives of immigration and emigration departments from 57 countries (regions), including China, Russia, Singapore, Ecuador, Tanzania and Solomon Islands, officials from six international organizations, including the International Organization for Migration (IOM), the Office of the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Office on Drugs and Crime (UNODC), as well as experts and scholars attended the conference with about 300 participants.

Compared with the previous General Assembly, the number of countries and regions participating in this session of the General Assembly is larger, and the content is also richer.

Delegates will conduct in-depth exchanges on topics such as building a community of responsibility through a cooperative network built by multiple forces, maintaining public security by sharing the fruits of cooperation, and discussing security cooperation by improving the coordination mechanism.

At the same time, will also be organized around the theme of the General Assembly on tourism security, road traffic management, international police education cooperation, metropolitan public security, immigration management cooperation, drone safety, law enforcement capacity building, court science and other areas of the 12 sub-forums, and public security science and technology equipment exhibition, focusing on the display of a number of specialties, fine, special, new public security technology and scientific and technological products.

It is understood that the Congress will focus on the current major public security issues of international concern and urgent needs, explore cooperation to solve the outstanding problems in the field of global public security under the new situation, promote the formation of the Global Public Security Cooperation Concept Paper, put forward the global public security cooperation initiatives, and release the first annual report of the Forum, “Global Public Security Cooperation Forum (Lianyungang) Annual Report” (2024). After scientific selection of samples and qualitative and quantitative research, the Forum has preliminarily completed a research report on the Global Public Security Index.

The Global Public Security Cooperation Forum (Lianyungang) follows the trend of peace, development, cooperation and win-win situation, and endeavors to provide a platform for international exchanges and cooperation to talk about the security situation, share security concepts and discuss security countermeasures.

Previously, the Forum has been held for two consecutive sessions, and has achieved a series of results in deepening conceptual communication, strengthening policy exchanges, reaching important consensus, proposing pragmatic initiatives for practicing the Global Security Initiative (GSI), and joining efforts to build a global public security cooperation architecture of joint consultation, common building and sharing, etc.

The GSI Concept Paper released by the Ministry of Foreign Affairs of the People’s Republic of China in 2023 lists the Forum as one of the cooperation platforms and mechanisms to be supported.
