Lagos to enforce e-Callup on Lekki-Epe corridor from August 1

In a decisive move to streamline traffic and improve logistics efficiency along the Lekki-Epe Corridor, the Lagos State Government, in collaboration with key transportation stakeholders, has announced the full enforcement of the electronic call-up (e-Callup) system starting August 1, 2025.
This was the outcome of a high-level stakeholders’ meeting held on June 20, 2025, at Dangote Oil Refining Limited headquarters in Ikoyi. The meeting, facilitated by Dangote Industries Limited, drew participation from the Lagos State Ministry of Transportation, Independent Petroleum Marketers Association of Nigeria (IPMAN), National Union of Petroleum and Natural Gas Workers (NUPENG), and the National Association of Road Transport Owners (NARTO), among others.
In a communique issued after the meeting, all parties acknowledged the urgent need to restore order and prevent traffic chaos along the corridor, especially around the Lekki Deep Sea Port and the Lekki Free Trade Zone. Stakeholders cited the Apapa traffic debacle as a scenario to avoid, with the Lekki Residents Association (LERA) also raising alarm over increasing accidents caused by articulated trucks.
A key resolution was the unanimous approval of the e-Callup system’s implementation, albeit with a reduction in the initial fee. The cost for accessing approved truck parks was reviewed from ₦12,500 to ₦10,000 per trip. The fee covers parking bay access, technology deployment, logistics, and enforcement, with no revenue accruing to the state government.
Currently, seven government-approved truck parks operate along the Lekki-Epe axis. These facilities are equipped with essentials such as paved grounds, CCTV surveillance, toilets, and drivers’ lodges.
To ensure a smooth transition before the August 1 enforcement date, the following measures were agreed upon: All trucks must complete onboarding before the go-live date; The Ministry of Transportation will embark on wide-reaching sensitization campaigns targeting union members and truckers; Only trucks with verifiable business within the Lekki Free Zone will be allowed entry; The uploading of an Approved Truck List (ATL) will be mandatory, and Transport unions (NUPENG, NARTO, IPMAN) will play active roles in mobilizing compliance among their members.
The Lagos State Commissioner for Transportation emphasised that the enforcement of the e-Callup is aimed at promoting an efficient and orderly transport system, not punitive action. “We are taking deliberate steps to ensure all stakeholders understand the process and are fully onboard before August 1,” he said.
The communique, signed jointly by the Honourable Commissioner for Transportation and representatives of the key unions, signals a unified commitment to resolving the mounting logistics challenges and preventing a repeat of the traffic gridlock that plagued the Apapa port corridor.
The e-Callup system is expected to improve turnaround time for cargo movement, reduce congestion, enhance road safety, and support economic activities within the Lekki Free Zone.
